I used some acrylic paint on the bottom of the shelf to transfer the hole for the brass rod to the ply half circle
Then drilled out "light ports" over each carousel horse slot. Unfortunately right after this we had the power loss and I had to move everything out...

Then used some paper to mark out the exact location of the indents the carousel horse bases fit into and traced them to the ply half circle
