Why is my fascia getting wet?

I had a detached garage built a summer ago. I noticed that the fascia board was getting wet in many areas and it looks to me like it is coming from the top of the board. It is a split cedar shake roof and cedar fascia. They installed a heavy black sheet paper (tar?) under the cedar. No gutters. Is there something that is missing that needs to be installed or is this an installation issue? They cut the black tar paper even with the edge of the cedar fascia and I suspected that was the problem, but they say it isn't. Any ideas?

A properly installed gutter will solve your problem or at the very least, a metal drip edge installed under the shakes and extending down 3" should eliminate that. The felt should be installed on top of the drip edge

Agreed. I'd install a gutter system. A drip edge will work, but it it is better to keep the water away from the side of the structure.
The alternative is that you'll be calling me or one of my associates (see my user name).

So they didnt hang the roof past the cedar? Is there a proper starter course?
