Looks like there was a fire at one time or maybe a leaky chimney, we see boards that look like that all the time.

What's interesting is it is drippy looking like thick paint. I was looking around the internet some more and saw something about using an asphalt type pain for waterproofing (can't remember what it is now), but it looks a lot like that. the picture isn't showing the drips that well. I can scrape it off and it is kind of shiny? Has to be pretty old whatever it is. I'm thinking it must not be anything too bad or they wouldn't have roofed over it a few years back before I moved here ... i hope

The sheeting is not from 1946.

You likely have some patch material there.
