Tile around Toilet flange. Tile will be at Higher Level than Flange?

These are pictures of how it is now prior to tiling.

I'm tiling my concrete floor of my bathroom. Prior to this there was laminate on the floor. I removed laminate and toilet. Toilet flange was over the laminate.

I noticed that there is a good amount of rust and some corrosion on the toilet anchor flange. There was some moisture under the toilet and around the flange. Could I replace this flange easily? Or should I hire a plumber to do it and how much would he cost?


Should I get a couple toilet flange extensions? to make my life easier? (but I'm not sure if this would be the correct way.)http://www.homedepot.com/h_d1/N-5yc1...1#.UFpBm41lTDE
