Tile over a painted linoleum backsplash?

I have an awful linoleum backsplash that I painted (it was forest green). I'm getting new countertops and I am ready to put in a tile backsplash. I read a few posts about tiling over linoleum, but nothing about one that had also been painted. Can I tile over the linoleum even though it's been painted?

Just a really, really bad idea and will fail.
It should all go before the new tops go in.
Ideally the old tops come off, old poop removed, new sheetrock goes up, gets taped and finished then the new tops get installed.
