sill plate in a very old farm house

I have a very old farm house that the renters have let the bathtub rot the floor, sill plate, and wall out in. there is no concrete foundation, just block on the ground. I have jacked the wall up for support, and releveled the block. my question is there is no way to get the sill plate back in and then scab back onto the studs. Can I not run the studs down to the block then just put a blocker in to sill the space off or is there a structual reason why I have to use a sill plate? any help would be much appreciated.

Not crazy about your idea of running the studs down. If you have the floor jacked up, it should be easy to install a new sill.
