Pebble (river rock) shower floor issues


I have a shower floor with pebble stones with the grout coming off and the rocks themselves chipping off. It's about 7 years old and I have remove/re-grouted the area before but with the rocks chipping off it's time to think of another solution. The pebbles are on a Wedi boards and I don't want to ripe out everything just to remove these pebbles stones. See attached pictures, it'll a pain and costly to rip out.

Any ideas to either seal it better or replace these pebbles tiles?

It appears to me that you have a weak subfloor structure.

This allows the base to flex too much, breaking it up.

A tear out and restructure is necessary, sorry.
