Not sure I agree with this, unless the kitchen boss is 6 foot or taller.
My kitchen boss is about 5' 2", and surely would have cut off my thumbs had I done this to her.

Also, not that it is a huge problem, but you will be making a special kick plate.
That upper 1 1/2 inches will still be visible with the standard height board.

All that said, I see no reason not to make your personal work space as user friendly as possible. For example, my upper wall cabinets are 2" lower than the standard.

Re: New floor under new kitchen cabinets? Yes or no?

WOW Calson, you did your entire kitchen reno in 5 days? That's amazing. Unfortunately we live in a very isolated area and it's very hard to get contractors and help where we are. Not a lot of people are willing to travel to where we are in the bush. We've made a very comfortable makeshift kitchen downstairs with everything we need down here except for a full size oven. (we have a toaster oven for baking smaller items)

I can't even imagine doing demo one day and installing new cabinets a couple of days later. As it is we've had electricians come out a couple of days already and they have done quite a bit of work but we've had to move plumbing, electrical and walls as well as get new ceilings done so this is a pretty major renovation to 3 rooms at one time. Also building a new fireplace in the living room next to the kitchen so we have a lot going on and only 2 workers who travel over 100 miles to get here when the roads aren't snow clogged and are clear enough to allow them to get here.

I expect this reno could take many months as it takes up to a couple of months alone just for the cabinets to be built around here. I'm prepared for a slow reno. Not happy about it but it is what it is and we do what we can do.

Thank you for your input. You've given me some good ideas which I hadn't thought of regarding electrical.

One reason against customizing a kitchen to that extent is home re-sale time. Nonstandard designs and dimensions may work in your favor, or it may work against you.
