installing cabinet when counter top is already there

Is it possible to install a lower kitchen cabinet when the counter is already installed?

When we moved into our house we removed an apartment size dishwasher that didn't work from the kitchen. All plumbing and electrical were moved as we wanted a cabinet to go there instead of buying a new dishwasher and honestly we need the storage. A friend was going to build a cabinet in the cubby that the dishwasher had been in. Fast forward a year later, we still have an open cubby and no cabinet. We were wondering if it is possible to buy a pre-fab cabinet and install it, even though we are not replacing our counter top.

Any help is appreciated, we're tired of looking at this empty space!

I hate to say this, but Ikea might be your best option here.
Their cabinets are installed using leveling feet that would make raising the cabinet up to the countertop a breeze.
