Durable bath tub finish?

In my rental home, there's a chip in the porcelain-steel tub.

It has rusted over, but is holding ok for the most part. It's been several years like this.

I would like to patch the chip with something very durable, and perhaps refinish the whole tub with something that can withstand tenant abuse and lots of scrubbing.

I'm wary of those rustoleum paints. That doesn't look durable and seems like a waste of money.

Is there a DIY product like this that you have used and recommend?

It should cost only a fraction of the $400 to install a new cast iron tub.
