Bath tub

Which is the correct way to framed tile onto the bath tub, should the tile framing be elevated/raised above the tub or tub elevated/raised over the tile framing?

There is no such thing as "tile framing".
The studs behind the tub get framed, and tile gets laid.

Did you install 1/2 tile board and water proof it yet?
Most often it's best to shim out the studs so the tile board can be installed so it sits just over the tub lip, the tile is set so it's about 1/4 off of the top of the tub, this area gets filled in with caulking, not thin set.
