Why doesn't my toilet flapper drop down after flush?


My flapper flush chain rotted off. I bought a new chain and attached it. When I flush the flapper comes up draining the tank. Heres where the problem comes in. The flapper attaches at the overflow tube but on the opposite side of the fill tube...opposite the flapper, there is a cup attached to the flapper assembly. The cup fills with water when the tank is full and when you flush, the cup should empty through the little drain hole in it. It seems to be draining but the flapper still will not drop. Can I simply cut this cup off so it is not counter balancing the flapper assembly? Whats the cup for? Am I making sense? I am including a picture of the type of flapper I have.

Don't quite understand the cup. Is it something like this: You may have it installed wrong.

THe cup is meant to keep the flapper from dropping too quickly.

Are there other obstructions in the toilet tank that the cup hits?

What does the instructions for the flapper say about the cup?

Is there a provision for putting added weight (perhaps a few pennies) on the flapper side to adjust the flapper drop timing?
