What type of pipes are these? Polybutylene?

I'm thinking about purchasing a new house. It was constructed in 1991, so I'm concerned about polybutylene piping. Is the clear piping a type of pex?

That is pex. The other type your worried about is a grey solid colored pipe.

Interesting set up.
Around here we would have to have a disconnect where that armored cable is just running out of the wall.

Could not use CPVC pipe for that relief drain line, main reason, you can not see if the valve is leaking or tripped.
That valve to shut off the incoming cold water does not look like a full flow ball valve.
