toilet tank leaking from fill valve

water is leaking from the fill valve. i was going to replace the valve but not sure if the plastic white nut and washer are epoxied at the bottom of the tank or they can be removed?

i've seen videos where it was removed but not sure if all toilet tank are the same. mine seems harder to remove the nut, i have not forced it yet though.

You can tighten the white nut there is a gasket in the the tank that could be changed by removing the valve. Clear all the water from tank before removing the white nut.

I downloaded and expanded your picture. I see no signs of epoxy or any other adhesive.
I do see what looks like drops of water on the underside of the tank. If you do indeed have leaking in that area it is more likely from the tank to bowl bolts not the fill valve.

Re: toilet tank leaking from fill valve

You would just purchase a set of tank to bowl bolts and install. They come with rubber washers. Return here for instruction to install.
