Toilet Flange in Concrete Basement Floor


We are remodeling our basement and had rough in plumbing for a basement bathroom put in. Eventually we will have pros come in and install toilet flange, sinks, shower heads, etc. but we will be doing the tiling for the bathroom floor ourselves. Should I tile up to the soil pipe (still currently sticking about a foot out of concrete) or should the soil pipe be cut and flange installed before tiling?

Basically, does the flange rest on top of tile or the concrete floor? I have seen differing opinions.

I would draw the circle for the flange and tile to that, the plumber can do it either way, he can put a spacer under it if needed. Just tell him he might need one.

The flange sits on top of the finished floor. I would leave the pipe long and tile up to within a 1/2" of the pipe.
