Toiler paper not staying down, sputtering noise


Recently we noticed that toilet paper is coming back up after flushing one of our toilets, sometimes on a subsequent flush (when no paper was used). The toilet is also making a sputtering sound right after flushing as the bowl begins to fill up. Some quick searching made me think this could be the vent stack, so I ran some water down it from the roof but it seems to run through just fine.

Since a video is worth a thousand words, here's one I took. Any pointers?

Septic tank or city sewer?
Removed the toilet and snaked the drain?

We're on city sewer. I have not removed the toilet at all. Can it be snaked without removing it?

It can. Make sure you use a toilet bowl auger not a snake to do it so you dont scratch it all up. Usually Toilet bowl augers have a plastic shield over cable. Just a suggestion.

I have better luck pulling the toilet as joe said, then you can check the toilet bowl really good at the same time for any obstructions.

I've found all kinds of things like plastic army men, combs, etc., caught or wedged in the trap of the bowl. It will only cost you a five dollar wax ring.

Just tried a toilet auger - no luck. So I guess next step is pulling the toilet. Any tips on how to check for obstructions or what to do once I have it off? (never done this before)

Try a main sewer snake with a 4 inch cutter head and 3/4 or 1 inch rod. Your sewer is most likely rooted on the way to the street main. DO NOT USE A SMALL SNAKE FOR THIS!
