Strange pipes coming up from garage floor

I am looking at a house to buy and there is a concrete floored workshop off of the garage. There are two ~3? pvc open pipes coming out of the floor that Are about 2 feet tall. The pipes are open to the atmosphere and appear to have water in the bottom of them when a light is shined down them.

The house has city water, an irrigation well, and a septic system. The workshop with the pipes is in the rear of the house and the septic is in the front. The irrigation well is near the rear of the house outside the workshop.

Any clue as to what these pipes could be for? A picture is attached. Thanks!

Check your building department to see if permits were pulled. If so they should have drawings telling you what and where they go.

IF NOT, then it becomes a bargaining point on the price as you may be inheriting a problem. Sewer systems are one of the more regulated aspects of building a home.

With the workshop in the back and septic in the front making the connection could be a project.

BTW, the investing company saying they have no idea is a standard dodge where they simply don't want to take responsibility, " I don't know"

Measure from the center of the pipe to the sheetrock at that back wall.
If it was plumbed for a toilet it should be about 12".
Looks like there's also two water supply lines ran on that back wall.
