I have a feeling the garbage disposal was wrecked before I moved in because the first time I tried using it I could hear things bouncing around inside there. My brother said he used the sink to dump old water from his fish tank so I'm guessing he got fish tank pebbles down the garbage disposal. The only thing I ever put down there was washing my grease trey from my T-fal grill I was using at the time.
Sorry Justin, but your only option now is not calling the Office. You are not on the lease. Your parents/brother or whomever is on the lease can call.
Can you shine a flashlight down and see anything inside?
People here will probably boo me for this, but I've stuck a hand down and felt for stuff jammed down there. And yes, I'm aware I could loose a finger if the switch got turned on.
Are you in a position to take over the Lease from your brother?

Better than your hand, use a shop vac to suck everything out so you can see what is happening. Still, it is a rental. It is not a good idea to be messing with someone else's property.

For instance in his smoking area by our sliding door he had several mountain dew cans sitting there where he was using them for ashtrays. There had to be over 200 cigarette butts either in the cans, on them, or just laying on the counter. They sat their so long the filters in the cigarettes grew so hard when I tried to vaccum them up with the hose the butts clogged the hose forcing me to pick them all up instead.

I would suggest trying the hex wrench again, but this time, rotate it in both directions. With the hex wrench, you are trying to dislodge whatever is wedged between the blades and the frame of the disposer. If you turn the wrench in both directions it oftentimes will dislodge whatever is wedged. If that is successful, turn off the circuit breaker and the switch, and use a pair of tongs or even your hand (before I get yelled at, I know that could be dangerous) or a shop vac to try and remove the debris. One caveat... If there is liwuid plumber in the disposer you MUST wear an acid proof rubber glove.
