Shower Pan with standing water

Hi, We recently purchased a new property and got a home inspection done. One of the concerns raised during the inspection was that the the shower pan in the restroom was not draining the water completely after the shower had been turned off and left a small puddle of standing water. The puddle is about 8 inches in diameter. Would any of you know if such an item would be considered a structural issue and if it would be covered under a typical structural warranty, Thanks in advance !

Just an example of poor workmanship.
