Sewer pipe in basement wet in between crack

Every time it rains a lot our sewer pipe in the basement gets water build up in between the crack or joint where it connects to the other piece of pipe. Here's a pic not sure if you can tell where the water is from pic. It doesn't overflow, but what could be the reason for this?

That top pipe run all the way to roof as a vent?
If so get up on the roof and check the roof jack to see if the seal has failed.
Simple 10 min. about $7.00 fix if that's it.

If it's not tied to drainage, it's most likely the condensation from additional humidity or a vent boot leak as Joe said.
