Call 3 different plumbing contractors and get quotes. Ask for all shut-offs (stops) be replaced with 1/4 turn ball valves. Not knowing the market in your area but $3K seems low and $10 K seems quite high. The material to do this is well under $1000.

Btw, 16 connection manifold with hot and cold outputs 8 each like $130 bucks, 100' pex around thirty five bucks, cheap compared to copper. Ron
