Question: new toilet drain


probably dumb question...but wondering how I open up this toilet drain when installing the toilet.

1. new bathroom addition.
2. plumber installed new pipes, then had foundation laid. getting ready to tile floor
3. so the toilet drain in this pic... do I cut the white plastic out from the top to create the opening?? Or do I saw off the very top of the black pipe to create the opening. Or is that white part just a cap that I can pull out, haven't looked that deep.

I think I have to cut flush with the floor, after looking more.

but should I cut now flush with concrete.

or wait after tiling...then cut flush with finish tile. sounds better I think (?)

the inside of the pipe is 3 3/4 (guess that's a 4" drain). and right now it sticks up 1" over the concrete.

You can cut flush then get flange that fits....4" it looks like

Buy the correct toilet flange, cut the pipe so that when you glue down the flange to the pipe it sits on the concrete. Make sure the tee bolt slots are set at 12" from finished wall before gluing it

When he says 12" from the wall he means 12" more or less at each closet bolt opening. This is so the toilet tank is parallel to the wall. There is nothing worse than a crooked toilet...very sloppy and unprofessional.
