Need help with a Moen lavatory faucet

Hello:
I am hoping someone can diagnose this problem which I have never seen before.

In one of my rental properties, when you turn on the hot water at the vanity faucet it will come out normally while that water is cold ( ie. Before the heated water reaches the faucet). Once the heated water begins to come out the flow is reduced by about 80%. If i turn tbe faucet off and then back on, it stays as the reduced flow. If I wait a few hours, the flow is nirmal again until the heated water reaches the faucet. The shutoff under the vanity is fully open (ball valve). This only occurs on the hot side. The cold water flows normally. Is this a cartridge problem? I plan to call Moen on Monday but i am looking for ideas. Thanks in advance.

I would say yes. Replace cartridge. An O ring is probably swelling due to heat. You do know that Moen is warranted for life. Ask for new cartridge.
