Been my experience when taking temperatures that the shower and tubs temps will fluctuate up and down up to 10 degrees F.

If someone also uses the hot it will again change. The units tend to either over compensate the gas and over heat the water. This is not fixable with anti scald tub/shower valves. Perhaps a good 1017 tempering valve may work.

I would also like to mention that Rinnai and Navien only honor warranties when bought from a dealer of theirs and installed by a professional plumber who has been trained.

In other words you buy it from ebay or amazon your on your own. It voids the manufacture warranty.

Here in New Jersey water temp. in the winter is 38* F. You need to heat that to 115* F. Thats a 77* rise in temp. needed. Thats my coldest days.
