Help trace Hot Water pipe

I have a 3 story rental on a slab that I am trying to separate out the hot water lines.
Currently 2 water heaters (connected in parallel) distributes hot water to 3 families. There has always been a shortage of hot water in colder months.

Hot water Heaters are located in the garage/utility room. Hot water pipe goes up and over to ground floor unit and then I assume is split to go up to the upper 2 units.

Is there a way to see the hot water pipes without tearing up the walls/ceilings? Does anyone have experience using the Flir I7 Thermal Camera they rent from the Home Depot?

Any other ideas to solve my issue welcomed.
