foundation wall pipe - dark spot

We recently had the piping going through our foundation replaced a few weeks ago, and ever since then i noticed there has been a dark spot around the hole in our foundation wall. I don't think its moisture because we haven't had rain in a while and we had a dehumidifier in that room for over a week. Can anyone tell me if this is normal? I have attached a picture

It is probably normal. Hydraulic cement, which they probably used to plug the hole, is often darker colour than regular concrete.
If it feels dry you are fine.
