On demand water heater

We went from a tank to tankless wh a couple years ago and found it took a long time to get the hot water to the taps.
My wife's aunt built a house this year and I mentioned our issue with the tankless. She said they have theirs set up on a continuous loop or something so they have instant hw.
Does this make any sense?
I keep forgetting to take a look whenever I'm there or pay attention to how quickly the water gets hot.
Some sort of continuous loop where water is always flowing through the wh doesn't make sense to me as you'd have to power a pump all the time, plus could the wh run at 1/8th power, or whatever it takes to boost the already hot water up to optimal temp? Seems like a waste of energy to me.
