'Cold' sometimes runs hot

Why would the 'cold' handle on my bathroom faucet sometimes let out HOT water? The hookups are correct so I'm thinking it's something in the faucet.
Faucet's less than a year old so can't imagine it'd be faulty already but [shrugs shoulders]

That double handle faucet is not likely causing HOT/COLD cross over---
Next time it happens, feel the feed pipe near the shut off valve---if the pipe is warm--
You are getting cross over from a near by single handle fixture--likely the shower mixer.

If that's the case, how do I resolve it?

No, Delta. And that cartridge is only about a month old.

Try turning off your washer machine connection and see if problem remains.

What single handle fixtures do you have in the house? Do you have any mixing valves or a recirculating pump? Does it do it every time or only certain times, if only certain times when does it happen? Does it run continuously hot or is it a momentary thing? Has it always happened or did it just randomly start? Did anything in the house change when it started, new washing machine, bath remodel, insta-hot, etc?

'Cold' sometimes runs hot

Sorry, had some major life stuff so haven't been on top of this as much as I'd like.
Anyway...
The problem hasn't been very prevalent of late but it's rearing it's head again.
To your questions....
