Capping off an old sewer line under concrete

As part of a basement project, I may need to relocate a stretch of 3" ABS sewer line so that it intersects with the main sewer line about 2 feet upstream from where it currently intersects.

My plan is to leave a length of the old 3" sewer line in place (about 18" or so) and cap it off by connecting it to a short piece of 3" PVC pipe with a Fernco coupling. I will then solvent weld a PVC cap to the end of the PVC pipe, and bury the whole thing in cement.

Is that plan code compliant?

Codes are local not that anyone is going to know what you did since it won't be seen. I would ask a local plumber.
