Question

1 flush ok or a bit weak, 2 flush very weak, 3 flush always ok

Here is something I've been trying to wrap my head around. I have a toilet that the first time I flush it it may not discharge fully. Like almost but not all the way. And the second time I flush it it barely moves. And yet the third time I flush it it goes right down. There's another toilet 1 floor up that does not seem to have that problem.

What's up with that?

Could possibly be a venting, partial clog, or something stuck in the trap of toilet itself. Have to investigate a little further.

After finding a plastic butter tub lid in a problematic toilet of a house my son purchased I now believe anything is possible. Symptom: worked like new one time, not so maybe the next two times, then like new for two days. Threw the towel in so to speak and pulled it.

First make sure the water in the tank is set to the correct level. Auger the toilet or plunge it hard.

Test

If still fails remove toilet and look up the bottom side for impacted feces. Remove feces.

It should work fine now.

OP's description a bit unclear to me:
Does the toilet tank not empty completely on each flush, requiring multiple flush lever/handle yanks to get a "complete flush"?
If it does empty completely then likely some sort of blockage as described by others. If not, then you have to monkey with the tank valve and related linkage IMO.

Sometimes it empties completely and sometimes it doesn't. When it doesn't it's slower to empty.

The flush performance may vary depending on how much water is in the bowl just before the flush and how much water came down into the bowl before the tank flapper dropped shut.

The toilet will not work properly if it is not filled to the right amount (a ballcock/float issue) and/or not dispensing correct amount of water on the flush cycle (flapper and related triggering mechanics).

Ok well the water level was pretty low in that toilet so I tried adjusting it, I'll let you guys know what happens. It seems to be a very moody toilet. Thanks for all the advice so far.

Thanks to everyone for their help. It's been about a week now without any problem. The water level is now about 2" - 2.5" higher than it was before I adjusted it. It was pretty low before. So I think the problem is solved.
