Sunroom floor help


Hello, we have a sunroom which used to be a porch and has an old concrete slab floor. The previous owner painted the floor but most of the paint has peeled up. My wife wants to install a tile floor over the concrete but I have some concerns about it bonding properly due to the finish and possible moisture issues. After a hard rain the floor appears to be "darker" or wet in spots but shows no signs of standing water or sweating. Would tile bond properly to the floor as? If not, what can I do to prepare it? I know existing paint needs to come up. Any suggestions would be greatly appreciated.

Send a picture of the outside of the addition.
Far to many times the slab was not pored with any back fill to raise it high enough above grade to keep water from coming inside at the bottom of the wall.
Most DIY's (and yes even some pro) also do not build the walls so the bottom plate is even with the outside of the slab so the sheathing can run past it to keep out water and drafts.
There's is some fixes I've worked out over the years to deal with this if yours was built wrong.
There is no flooring that's going to work untill that moisture issue is addressed.

Thank you joecaption. I attached a picture of the outside. I hope this helps. We just had all the siding replaced. BTW.. sorry about the orientation of the picture. For some reason all of pictures I upload are appearing upside down or sideways??
