removal of felt on plywood

I am renovating the kitchen and had to pull up couple layers of tile. When I got to the plywood I have a layer of what seems like a felt material that is stuck/bonded/adhered? to the plywood. It doesn't scrape away very easily. Does anyone have any experience removing a material like this? I have a feeling I will remove the 5/8 plywood and replace, but I like to work rather than spend, so if I can save the existing plywood I would be happy. Also would any carcinogen like asbestos be present in this felt like paper. My thoughts are no, cause asbestos was for wear resistance and strength?

Probably the backing from a layer of sheel vinyl. Hard to say for sure without seeing it.

Is there a chance that backing layer of vinyl would contain asbestos?

Ir's possible, I suppose. The only way to be sure is to have it tested.
