floor tile on walking deck

ran across a outside deck with floor tiles on it, the material under it is a elastomeric roof coating, with the matting, the tiles on stuck down with thin set. the home owner has tried, and succeeded in a small area, to remove some of the tiles, about 6, but it seems they are really stuck good, especially the thin set. i figure the tile may not be that bad to get off, air chisel, but what about getting the thin set off the elastomeric paint, by the way its on plywood, if on concrete it would be able to be chipped off, but the plywood presents another problem, seeing as its flexible. suggestions.
