Floor insulation

We have two rooms that were added onto our house and the floors were not insulated. Right now they are elevated above the ground by only a few inches to at most a foot. Crawling under them to insulate the floors would be near impossible. Does anyone have any ideas of how to keep these rooms from getting so cold in the winter?

Did they at least use all pressure treated floor joist and add a vapor barrier on the ground?
What's on the floors for flooring now?

Nothing is on the ground. It actually looks like they put the two rooms on top of their old deck. One room is carpet and the other is tile. My only thought is to install a cinder block wall and create a "crawl space" but I'm not sure how well that'll work.

You should use some products to keep your rooms, heated in winter like Warming drawers, Heated floors, Fireplace, Home sauna. You don't need to get worried about the room which have carpet on the floor because it helps to keep your room hot.
