Filling a gap between above floor safe

I have a floor safe (previous owner) in a closet thats embedded in the concrete foundation, and I would like to level the floor there. Can I pour something directly over the safe door, and let it settle? The gap above the safe door varies due to the combination lock, but it's about 1-2". Or, I could take the safe door off, and put something flat there before filling the gap. Thanks

Why would you not want to leave the safe in place to use?
If your not going to use it then remove the whole thing and fix the subflooring.
