Best way to floor over asbestos tiles ?

I have asbestos floor tiles in my basement. I would like to install a laminate floor over the asbestos tiles. My basement is very dry and the asbestos tiles are in pretty good condition. Some are loose and have become unglued from the concrete as a whole tile. What would be the best and safest way to install a laminate floor over my existing floor.

Put a little adhesive under the loose tiles and install the laminate per manufacturers instructions.
