water heater confusion


My electric water heater stopped working so i replaced both elements...didn't work. I checked voltage and had power to the bottom but not the top element. I then bought a new upper thermostat and replaced that, now i get power to the top but not the bottom. What gives? Is the thermostat that i bought bad?

only 1 element is supplied with power at a time. The upper element heats first when that thermo is satisfied it kicks it over to the bottom element.
