If your freezer coils (at the back of the freezer) aren't iced over (you might need to remove the rear interior panel to check), then your damper is probably stuck closed.

When the fridge is too warm, the dampers opens and the fan kicks on to blow cold air from the freezer into the refrigerator. A little motor controls the opening and closing of the damper and yours might either be frozen shut, jammed, or broken.
