Stomp texture on old plaster ceiling?

I have a very old apartment building that sat vacant without heat for 5 years and all the paint is popped and peeling from the ceilings and walls; I need to get them painted again. I started scraping the ceiling and alot of it comes off with medium effort, then there are areas that do not budge. I am wondering if I can stomp right over this(after I scrape all that will come loose), or if i hit it with a primer coat will it hold up and not pop further to just be painted? The plaster is very smooth and hard, like the smooth side of durock with a yellowed color to it.

Thanks!!

Yep, scrape off the loose, prime with a solvent based primer and then you have a couple options.

  1. just paint it and have it look like crap
  2. Skim coat it so it is smooth
  3. skim coat and texture - if you do not feather the transition from the peeling paint to the bare substrate you may see the transition through the texture.
