We are talking about replacing a tank that is under a house. Abandoning the under house tank was maybe mistakenly assumed.

Well, if the system works properly, chances are good it doesn't need pumped- bacteria should be doing thier job. In Missouri, unless you have 10 acres or more (generalizing here) you have to get a permit to modify your system. Then you'll likely have to update it.
If it's not working slow, or smelling, I wouldn't mess with it.
I once had a septic system that consisted of a 55 gal plastic barrel and 100' of lateral. Used that for 10 years with 2 kids.
I routinely inspect systems 10-20 years old with 6-8" of sludge in the bottom of the tank- never been pumped. Looked at one 2 wks ago, in fact.
If it ain't broke-don't fix it.
