How do I build a outdoor cat enclosure that will be safe year round for cats?

What's your definition of safe? Warm? Dry? Safe from predators?
How much snow do you get?
You're basically talking about a dog house like structure.
Did you try a, "dog house plan" search?

Well, perhaps you live in Hawaii. (You don't mention that very important point.) In that case cold weather is not a problem.

Or maybe you live in Alaska, in which case heat protection won't be a concern.

Maybe you live in the tropics. Now we have monsoons and snakes to worry about.

Kind of hard to really tell you much you can use with the information withheld.

I think the #1 priority in designing a "cat house" is where to put the waterbed..

Are you looking for a shelter for a cat that roams free outside or one that keeps the cat contained so it doesn't roam free. If it is the second, you may want to consider a window box.
