What is this: long vertical rebar out of concrete foundation

Have concrete poured for a new home crawlspace. All the anchor bolts and tie downs are as expected, but I'm hoping someone can chime in on what the rebar is for (vertical, extending into where the mudsill will be. I understand the concrete itself has rebar in it.)

There are two - one is about 6-9 inches and is maybe for an Ufer ground? The other is 3-4 feet above the concrete, and I don't have any guesses for what its used for - in the plans, nothing that I see specifically calls for it. (Note that the exterior walls are to be structurally insulated panels or SIPs, if it makes a difference.)

Couple pictures - one shows the long rebar (with the short one in the background), the other is the short one next to the anchor bolts.

What are these, and how should I work around them with the mudsill with a separate drilled hole for them? Thanks!

Why not ask the builder or foundation company?
No location in your profile so anyone would have to guess what your local codes would call for.
Does not look like anything I've ever seen built around here?
Earth quake zone?
What's that slab in in the middle of the crawl space?
Why are there no center piers?

Location is southwest, WA near Portland, OR.

Slab in the middle (3 of them, actually) is for posts to support a glulam beam, rather than piers.

I'm guessing they're both Ufer grounds. W/o knowing where the electrical panel is going, the contractor may have just gave the electrition two options. I wouldn't put too much thought into the height, they're generally drops that get installed at w/e length they happen to be.

You haven't actually spent much time on jobsite's, have you? The "slab" is a post pad for the beam, notice the beam pocket in the end wall in line with it.........

Re: What is this: long vertical rebar out of concrete foundation

Thanks everyone! The official word is that one of them (the short one) is indeed the Ufer ground. The second one, which doesn't really need to be very tall, is essentially something extra that the concrete crew does to help with electrical inspections - it's purpose is to allow the inspectors for the electrical work to test the Ufer ground.

So: short one is Ufer ground, long one, which I'll cut down to size, is to test Ufer ground in the event of an inspector feeling a little overzealous that day.

And jomama45 - everything you said about the "slab," pocket and beam spot on. =)
