Joe I agree, but he's asking here which makes me believe he has not been to planning yet. Hope I'm wrong.

That's the other problem here. People coming here and askiing advice about doing structral work and have no iintenetion of getting plans/permits and inspections. Alot of people here wiill answer them anyway and not care about that and guiding the poster in the right direction.
