It looks like the metal straps are the best bet, and if I go with a 2x8 ceiling joist I can run a single top plate on it which is probably better in the end, even if a 2x6 would work.

Single or double plate doesn't matter. I've had them spec'd both ways. I've used 2x4's and 2x6 top plates

I have to laugh at that because I am sure that he doesn't "know" how much anyone would save over the years. I am sure there is an entire calculus for figuring the energy savings on something so small but my common sense tells me that it just would not be worth it.

Check your State Energy Code on-line for the requirements and reduction for sloped roof. That is what the AHJ (authority having jurisdiction) does. My State is one of the few with it's own Energy Code......
