Quick Q re: finished grade

Soon I'm going to begin digging a trench for a footing. The frost line is 36 inches from finished grade. I'm trying to figure out if finished grade begins at the top of the concrete slab that exists over soil, or does finished grade begin where the soil meets the underside of the concrete slab? I tried searching for this answer but found nothing. Thanks in advance.

I would say #1 but one quick call to your local building department and you'll know for sure.
