regarding the floor, the cheapest rout is simply to paint it, a step up would be epoxy floor coating. Rusto. makes a garage floor epoxy kit for concrete.
Another option would be indoor/outdoor carpet or commercial tile. Best floor the for space would probably be ceramic tile. If you were to find some tile at flooring outlet on clearance and lay them down yourself might be a reasonable cost option.
Regarding drywall over the OSB, I see no problem, I would still run the screws into the wall studs using 2" screws. Could also use construction adhesive and fewer screws.

It should be drywall. Adjacent to a garage, it is a code requirement.

I would paint it.
Install the baseboard and door trim, painted.
Install painted lattice on all the seams.
