Painted Chimney Brick Damage

I bought a cottage with a painted chimney. After the first winter ( these are Canadian winters), several brick had blistered sections. The chimney has a cap and the concrete cap has no apparent cracking. The chimney serves a propane gas fireplace and I was told that it has a liner. The paint colour matches the paint on the wood siding but I can't tell if the paint used on the chimney was masonry paint or not. The damage is happening just below the roof line. The section above the roof line looks like it has been rebuilt once already.

I need an idea on options how to repair it, but also advice on how to find the reason for the damage and how to prevent future brick cracking.

Serious no talent on this one up here in the True North!
