Without pictures it's hard to tell but it's possible that the contractor used parts of the old roof as support for the new roof. For example, in my garage some of the rafters were totally replaced but some of the less damaged ones had members sistered onto them.

Hey Jim, thanks for your responses.

The old low-slope roof was running from the left side of the garage to over top of the top plate on the outside wall and nailed down to the top plate. Basically the same as the current roof, but much lower. The old roof was made up of 2x8 rafters and planks with rolled roofing over top.

When I spoke to the contractor about erecting a sloped roof over top of the existing low-slope roof I told him that I wanted to open it up to make the area bigger, and that the old roof was going to be cut out when he finished the new roof. I "assumed" (there is that word again!) he would construct the roof in the proper manner, with adequate bracing and support that was called for...

From what I am reading it is woofully inadequate!

What if I,

- carry our Ron's suggestions of filling the void where the roof rafters meet the top plate and add hurricane ties and "L" brackets

- attach a length of 2x6 over top of the Simpson mending plate. Basically create a "splint" where I connect the horizontal 2x6 to the roof rafter - use construction adhesive and framing nails.

Should these steps resolve my structural issues?
