I am planning to build a deck that will be flush with a back covered porch. From the ground level to the porch floor surface is around 18". My joists will run perpendicular to the porch edge.

I do not want to use a ledger board but I am having a hard time trying to figure out how to support the joists. I could use a pier and beam set up but I would have to run joists into the beam versus setting them on top of the beam. Placing joists on top of the beam would mean that the beam would basically have to be at ground level.

I could run the joists into the beam and ground clearance would be ok. However, I wouldn't be able to get the beam close enough to the edge of the porch edge to be able to support decking.

What options do I have?

Post a picture of where you plan on building this.
Sure sounds like you would be better off building a slab patio then a deck.
That deck would also need to to be below, not flush with any door opening.
Any wood that close to grade is going to rot from lack of air flow to dry it out.
