Insulating flat roof.

Alright going to start the new project in 2010 and it is insulation!! I live in SF bay area (san jose) We have pretty mild temps Rarley below freezing and rarley over 100 Deg f. My home is very poorly insulated and cost a lot to cool and heat. My problem is part of my home is flat roof ( no attic at all) I am planning to start gutting one room at a time and reinsullating and then resheet rocking ( most of my sheet rock is damaged by wall paper anyway) Now i'm now sure if the room space is 2x10 or 2x8! But there is not vents at all for it???? at least no gable vents. So heres my plan.

Remove sheetrock and blow about 1in insulation to the ceiling then depending on the size of the studs 10" or 8" fill in the difference with normal batt insulation. Is this a good plan. As I understand it if I do it this way with the blown foam insulation I do not need a vapor barier or vents?

Is this a proper way of attacking it?
any better suggestions?
